CRZ clearance deferred for new reactors at Kudankulam

The Ministry of Environment and Forests (MoEF) has deferred the proposal for Coastal Regulation Zone (CRZ) clearance to four new nuclear reactors at Kudankulam.

Raising five pertinent points during a discussion of the proposal at its 99th meeting in April, the Expert Appraisal Committee (for CRZ, infrastructure and miscellaneous projects) has asked the project proponent to submit more authorised studies, including a risk assessment and disaster management plan, considering the recent radiation disaster in Japan.

The new proposal involves setting up of four additional reactors in the Kudankulam Nuclear Power Project (KKNPP) as Units 3 to 6 (each of 1000 MW) similar in design and to be located adjacent to the first two units, which are to be commissioned in a few months.

The plants were constructed under an inter-governmental agreement between India and Russia.

Noting that the Environment Impact Assessment (EIA) report contained data of the period prior to 2004, the committee asked for an updated report, including marine EIA.

Already, the NEERI has carried out the EIA and environment management plan (EMP) study for the expansion of the Kudankulam nuclear power complex.

As per the EIA, EMP, there should not be any national park, sanctuary, biosphere or reserve forest in the zone of 15 km. The reserve forest of Thadakamalai, Poigaimalai and Mahendragiri are within 15 to 30 km of the proposed site and the Gulf of Mannar Bio Reserve is 150 km from the site.

Rejecting the proposal for the construction of an open channel for outfall as it would have an adverse impact on marine life due to various environmental problems, the committee advised the proponent to consider a pipeline for disposal.

The committee also noted that an earlier study by Central Water and Power Research Station (CWPRS) related to 7{+0}C variation in ambient temperature, whereas the project proponent's report states that the temperature rise of the ‘reject water' was limited to 3{+0}C. This must be clarified and, if necessary, another study should be carried out by CWPRS to meet the requirements in force.

The proponent was also asked to submit a high tide line/low tide line map prepared by authorised agency in the 1: 4000 scale superimposed with the layout.

Overall, the reports submitted were not readable/legible and far below the basic requirements for consideration of CRZ clearance, the expert appraisal committee said, and deferred the proposal. It will reconsider the issue after its observations are addressed.

IDINTHAKARAI (TN) – Ten thousand people belonging to different adjacent villages of Koodankulam Nuclear Plant have decided to observe relay hunger strike demanding the closure of nuclear plant.

People from Koodankulam, Vijayapathi, Koothankuli and Levinjipuram panchayats that lie next to the Koodankulam nuclear power plant passed a resolution demanding immediate shut down during the Gram Sabha (Village Council) meetings on India’s Independence Day. The Gram Sabhas are called and considered to be village-level Parliaments and their resolutions are bound to be honored.

Speaking to newzfirst, Mr. SP Udaya Kumar, Co-ordinator of People’s Movement Against Nuclear Energy (PMANE) said, “This particular Nuclear Power Plant is not in the interest of the people. There is no doubt that it will create adverse effects on the food, health and economy of people.”

“There are very chances of radioactivity entering into the atmosphere and nearby sea, causing the health hazards and hence destabilizing the economy of fishermen’s community in this region.” he added.

On August 17, 2011 some 10,000 people from Thoothukudi, Tirunelveli and Kanyakumari districts in Tamil Nadu sat on a day-long hunger strike at the coastal village of Idinthakarai. Anti-nuclear activists and other social activists from across the state educated the mass about the dangers of nuclear power plants, Fukushima accident, and the dangerous nuclear policies of the UPA government. All of them demanded immediate closing of the Koodankulam nuclear power plant. The fishermen, farmers and others stayed away from their work, and children boycotted their school.

Explaining the market interests behind the project, he said “The only beneficiaries of these kinds of project are only our politicians and the foreign corporations of America, Russia and France, and not the people. It generates employments for the foreign nationals and strengthens their economy and not of India”

The People of Koodankulam are embarking on a relay hunger strike from August 17, 2011 and more rallies are being planned in various parts of the southern tip of India.

“We demand union Government to stop this project and to reconsider the decision of establishing Nuclear Power Plant at various places across the nation” he urged.

Koodankulam Nuclear Power Plant is expected to be commissioned in the month of December this year.

Up in arms: Idinthakarai villagers coming to Koodankulam to participate in the hunger strike on Wednesday.

The ongoing protests against the Koodankulam Nuclear Power Project have been suspended following talks held between representatives of villagers and revenue and police officials at Koodankulam on Wednesday.

After the fast by the fishermen of the coastal hamlets of the district at Idinthakarai on Tuesday, the Koodankulam-based Makkal Urimai Paathukaappu Iyakkam announced that a relay hunger strike would be observed from Wednesday.

Though the police had denied permission for this protest, over 1,000 fishermen of Idinthakarai, who sounded the church bell in their hamlet to mobilise the crowd, came to neighbouring Koodankulam on foot this morning to participate in the hunger strike.

On seeing the additional police force deployed at the protest venue in view of the agitation which was prohibited, the fishermen sat in front of a church and commenced hunger strike along with the residents of Koodankulam, who refused to send their children to school on Wednesday.

Deputy Inspector General of Police (In-Charge) V. Varadharaju, had camped along with Superintendent of Police Vijayendra S. Bidari and Additional Superintendent of Police Chockalingam, Revenue Divisional Officer, Cheranmahadevi K. Karunakaran at Koodankulam.

Talks were held with representatives of the protestors including anti-nuke activist S.P. Udhayakumar, Navison Leon and Antony Amala Raja of Idinthakarai, Akhilan of Koottapuli and V. Sivasubramanian of Koodankulam.

It was decided in the negotiations that the protestors should form a 10-member committee, which should submit the public's suspicions and doubts about the nuclear power project in writing and the officials of Koodankulam Nuclear Power Project would satisfactorily answer all these queries before September 7.

“Till then, no agitation should be conducted in and around Koodankulam in protest against the nuclear power project. Moreover, the mock exercise, scheduled for this month-end stands postponed. Everyone should cooperate with the official machinery to ensure tranquillity in this region,” Mr. Varadharaju said. Accepting it, the protestors left the venue.

MONTHS before its expected date of becoming operational, the Koodankulam nuclear power plant in Tamil Nadu’s Tirunelveli district has earned the ire of people living nearby. On August 15, three gram sabhas passed resolutions asking for its closure. About 60,000 people live within 10 km of the 2,000 MW plant, expected to be operational by 2011-end.

The flash point for the resolutions in Koodankulam, Levinjipuram and Idinthakarai villages was the commencement of the hot run of the reactor a few days earlier. Hot run is a test run that takes place before the reactor is loaded with actual uranium-rich fuel.

On August 13, an article appeared in a Tamil daily giving details of what the public should do in case of an accident at the plant. The public was instructed to find shelter at the first bell, and consume iodine tablets among other things at the second bell. This was published only in the Nagercoil edition (Kanyakumari district) and not in the Tirunelveli edition, says S P Udaykumar, an anti-nuclear activist. “This got people concerned about the plant’s impact. Fukushima has educated people about the hazards of nuclear power,” he adds. On August 16, about 10,000 people gathered in Idinthakarai for a hunger strike. A similar strike was planned in Koodankulam the next day but permission was denied. So a strike was held at a church. “At this point the administration asked us to submit our demand to the District Collector and hold protests till October 7 by which time the government would reply,” says Siva Subramanian, an advocate campaigning against the plant.

Till now only the fishing community has been protesting the plant.

Everyone else, in the hope of getting work, has been quiet, says M Pushparayan, convener of Coastal People’s Federation, a network of activists and fisher leaders. Since 2001, only 90 people from Koodankulam and nearby village Chettikulam have got permanent jobs in the plant. Another 1,000 were hired temporarily, says a Koodankulam resident.

Activists have been campaigning against the plant for more than eight years. No public hearing was held for two of the six reactors. “Neither was the environmental impact assessment or the safety analysis report shared for the reactors,” says Udaykumar (see ‘India’s nuclear chimera’, Down To Earth, August 1-15, 2010).

Despite repeated attempts, no official from the power plant commented on the issue.

PROTEST: Villagers observing a fast at Idinthakarai in Tirunelveli district on Tuesday.

: Nearly 7,000 fishermen, including over 3,000 women from 11 coastal hamlets in the district, observed a fast at Idinthakarai on Tuesday demanding the closure of the nuclear reactors under construction at Koodankulam Nuclear Power Project.

Speakers at the protest venue, St. Lourdes Church, Idinthkarai, said the nuclear reactors, on attaining criticality, would totally shatter their livelihood and the fishermen would be forced to displace in case of any emergency to some other far off place even as his place of work and its environment would be left uninhabitable.

Apart from not sending their children to the school, fishermen from Koottapuli, Perumanal, Panjal, Thomaiyaarpuram, Idinthakarai, Kooththenkuzhi, Uvari, Koottapanai, Kooduthaazhai, Periyathaazhai and Michael Nagar did not go for fishing on Tuesday.

Shops at Koodankulam remained closed.

Villagers fast for closure of KKNPP

TIRUNELVELI: The agitation against the Koodankulam Nuclear Power Project (KKNPP) has turned into a mass movement as around 10,000 villagers from 13 coastal villages staged a fast at Idinthakarai on Tuesday, demanding immediate closure of the plant. It may be noted that protests demanding closure of KKNPP have intensified in the past one week, with people from Tirunelveli, Thoothukudi and Kanyakumari districts coming together for the agitation. “The agitation has become a great success as more people than expected participated in the fast,” Fr Jayakumar of Idinthakarai said.
Villagers from Koodankulam, Idinthakarai, Kootapuli, Periyathalai, Manapad, Levinjipuram, Kooduthalai, Vijayapathy, Uvari, Kootapanai, Perumanal, Kaamaneri, Kurinkikulam, participated in the protest.
“These villages include a few from Thoothukudi and Kanyakumari districts also,” he said, adding, “a three-day fast would be staged at Koodankulam from Wednesday.” Apart from the fast, around 5,000 country boat fishermen stayed away from sea and students of these villages boycotted classes also.
“Shops were also closed in Koodankulam and Idinthakarai villages and black flags were hoisted to show their opposition,” a protestor said. It may be recalled that around four villages in Tirunelveli district and one in Thoothukudi passed a resolution demanding immediate closure of KKNPP, during the Gram Sabha meeting held on Monday.
Anti-nuclear activist M Pushparayan said that a committee comprising members from Tirunelveli, Thoothukudi and Kanyakumari was formed on Tuesday. “The committee was formed to make the agitation against KKNPP effective with the coordination of people from these three districts.The fast came to an end by 5 pm, following which they submitted a petition.
In the petition, they stressed a four-point charter, which includes permanent closure of KKNPP, suspension of the ongoing ‘hot run’, stopping the proposed safety drill that is scheduled for August 28 and withdrawal of cases foisted against the agitators. “People from these three districts will participate in the three-day fast at Koodankulam that is set to begin from Wednesday,” Sahaya Initha of National Fisherwomen Federation informed.

Gram sabha meeting held at Koodankulam on Monday urged the State and Central governments to close down the nuclear reactors under construction near their hamlet.

Though most of the participants at the meeting wore black badges as a mark of protest against the nuclear reactors, none of them surrendered the ration cards as per the decision taken earlier by the ‘Makkal Urimai Paathukaappu Iyakkam,' which spearheads the anti-nuclear agitations.

The meeting also extended its support to the proposed hunger strike to be observed at Idinthakarai on Tuesday, demanding the closure of nuclear reactors.

“Fishermen from 11 coastal hamlets in the district from Koottapuli to Kooduthaazhai are likely to participate in the hunger strike,” said S.V. Antony, president, Uvari village panchayat.

The Vijayapathi gram sabha meeting also passed a resolution against the nuclear power project. In the gram sabha meeting held at Munneerpallam, Collector R. Selvaraj participated.

Shut down KKNPP, says Gram Sabha resolution

TIRUNELVELI: A resolution demanding immediate closure of Koodankulam Nuclear Power Project (KKNPP) was passed in the Gram Sabha meeting held at Koodankulam village panchayat on Monday. By passing the resolution, people here have registered their unified opposition against KKNPP in a democratic manner as allowed by the Constitution.
Unlike earlier Gram Sabha meetings that are known to be conducted only as a custom, people here participated in large numbers. Panchayat president Ezhilarasu accepted the proposal by the people to demand shutdown of KKNPP and a resolution to this effect was passed.
“Instead of setting up such destructive power production units, the Central and State governments should set up renewable energy sources,” the resolution said. Panchayat members also pointed out that adapting to renewable energy could create more employment opportunities. Apart from Koodankulam, Vijayapathi, Koothankuli and Levinjipuram panchayats that lie in proximity with the KKNPP too passed a similar resolution during the Gram Sabha meetings. “If the authorities continue their work at KKNPP after the village panchayats have passed such a resolution, it is nothing but gross violation of the Indian Constitution,” M Pushparayan, an anti-nuclear activist said.
Panchayat members and others who participated in the Gram Sabha meeting at Koodankulam wore black badges to express their opposition against KKNPP. People have also planned for a one-day fast at Idinthakarai near Koodankulam demanding shutdown of KKNPP on Tuesday.
It is also learnt that Chettikulam panchayat’s resolution to pass a similar resolution meant that they have extended their support to KKNPP. Since four village panchayats have passed resolutions demanding shutdown of KKNPP, the next move by the State government is eagerly expected as the resolution is bound honoured.

Anti-nuke protests gather steam in Koodankulam

TIRUNELVELI: The mood around coastal villages in and around Koodankulam Nuclear Power Plant (KKNPP) has started becoming tense after police detained a few anti-nuclear protestors, including a parish priest.
The decision by the people of Koodankulam and Idinthakarai coastal villages to oppose the KKNPP came as a blow to the power plant authorities, who are gearing up for commissioning by this year-end. It may be noted that people in coastal villages near KKNPP have started opposing the project and village committees have been set up to sensitise the people against the project.
“People are no more lured by job opportunities as the fear for their lives has united everyone, cutting across boundaries,” said S Sivasubramanian, an advocate, who is also an executive committee member of the anti-nuclear protest.
According to him, previously only fishermen were opposing the project but now, even people from other sections have extended their support. On Friday, the police detained Fr Pradeesh along with other village committee members under illegal detention after they embarked on their vehicles to gather support from people of all coastal villages.
It may be noted that Fr Pradeesh is an Assistant Parish Priest in Indinthakarai, a coastal village near Koodankulam.
“As the news spread, the church bell was rung and all the people gathered and protested against the police action and the situation is still tense,” according to a local.
It is also learnt that the police were in a dilemma whether to arrest the group or leave them for trying to gather support against KKNPP, while Tirunelveli SP Vijayendra S Bidari is known to have rushed to the spot to pacify the villagers.
On Friday, fishermen in coastal villages boycotted fishing activities and students too boycotted classes. “For the first time, people from all sections have united in their stand against KKNPP and the struggle to oust the project has almost begun,” M Pushparayan, an anti-nuclear activist said.
“People have decided to go on a hunger strike and to hoist black flags on August 14 and all coastal villages near KKNPP will pass a resolution during Gram Sabha meeting on August 15 to scrap the project,” he said.

They refuse to send their children to schools at Idinthakarai

STIR: Boats remaining on shore at Idinthakarai, as fishermen did not venture into sea on Friday.

: Demanding the “immediate and permanent closure” of the Koodankulam Nuclear Power Project (KKNPP), fishermen of Idinthakarai, the hamlet sharing the boundary with the site, struck work on Friday and refused to send their children to the schools in the village.

Even as the KKNPP and the district administration are gearing up for the mock emergency exercise to be held during this month-end by conducting comprehensive training programmes for the top officials drawn from various departments at KKNPP site, a strong rumour that the people living close to the site would be dislocated during the mock exercise was spread. One more story that the people living close to the site would be displaced permanently on the first of the 2 X 1,000 MWe nuclear rectors, being built at KKNPP with Russian assistance on an outlay of Rs. 13,171 crore, attaining criticality, was also spread.

Though KKNPP administration categorically rejected both the theories and made it clear that no villager would be displaced even after the nuclear reactors started power generation, tension gripped the nearby hamlets, including Idinthakarai and Koodankulam.

When a group of persons started the anti-Koodankulam campaign since Tuesday night, it was told repeatedly that the nuclear reactors at KKNPP lacked modern safety features, “which will lead catastrophe in the region in case of any untoward incident”. In the meeting held at Idinthakarai on Wednesday night, it was decided that no boat should enter the sea for fishing on Friday and the fishermen also resolved not to send their children to school on that day, demanding the immediate and permanent closure of the nuclear reactors. Consequently, children studying in two primary schools and a higher secondary school at Idinthakarai did not attend classes on Friday even as nearly 1,500 fishermen of this village did not go for fishing.

“Moreover, the meeting held on Wednesday night also decided to meet the fishermen in all the coastal hamlets in this region to mobilise their support in the protest against the nuclear reactors and to observe fast on August 14. We'll hoist black flags in our houses on Independence Day and organise a silent procession on that day,” said an Idinthakarai villager.

Tension gripped Idinthakarai village when the police detained some of the members of this group for about 15 minutes.

A large number of fishermen on Tuesday staged a demonstration against the proposed Coastal Regulation Zone 2011.

A. Paulsamy, president, Ramanathapuram district Fishermen Trade Union presided over the agitation.

The agitators raised slogans against the Central government for trying to introduce the bill, some of whose provisions were against the interest of the fishermen.

They claimed that a few provisions in fact would enable the non-fishing communities and private companies to settle close to the shore. Though the fishermen in general did not have any objections to other communities already present on the coast to reconstruct or renovate their homes, the provision for new housing within 100-200 metres was meaningful only for fishing communities given that they had to be on the coast to pursue their livelihood.

Allowing housing by other communities would increase the pressure on the coast unnecessarily and increase the density of constructions on the coast.

The fishermen would not allow the Centre to pass the proposal in its present form.

All provisions, which were against the fishermen, should be removed, the agitating members said.

Respected Sir,

The Raja Bakshe Government has brutally killed and murdered some hundred thousands of Tamils in Srilanka and created a history in racial killing and against humanity and still continuously harassing and taking revenge upon the Tamil Eelam people. The Government of India has supported in all the possible ways to the Sri Lankan government to annihilate the Tamils in Srilanka and still maintaining and a good relationship with the internationally pronounced criminal, the president Rajabakshe. Already more than 500 Indian (TAMILNADU FISHERS) fishermen’s were brutally killed by the Sri Lankan Navy and still continues to haunt the Indian fishermen till today by damaging their boats and nets, making them to undergo harsh and inhuman treatments. The Government of India is a mute spectator to all such happenings and fails to respond to such violent attacks being carried out by the Srilankan navy within our own territory and coastal waters.

To add fuel to the fire, The Government of India has not taken any steps to penalize the international criminal Rajabakshe in the international court of law for his crime against humanity though the whole world is reacting to his carnage. This attitude of the Central government makes the Tamil people more hurt and wounding instead, it supports him and strengthens his Government by offering money, signing agreements and promoting bilateral trade.

The Indian government has started Cruise Tourism from Tuticorin to Sri Lanka on 13^th June 2011 to improve the deceased Sri Lankan economy. The great freedom fighter the “Chekkilutha Semmal the V.O.Chidambaranar” sailed the “Sudhesi” ship to protect and prevent India and Indians from bondages and boycott the British trade. But today the present the Anti-Tamil Manmohan Singh Government (P.M) has started the cruise tourism which supports the racial killer and racial government. This type of Indian government’s anti tamil activities will surely insult the ideology of the great V.O. Chidambaranar.

The schemes to improve the Indian and Sri Lankan economy by Cruise Tourism Ship is more hurting the Tamil People and Tamil Nadu Fishermen. So India should totally break any relationship with the stained criminal headed country. And the Cruise Tourism should be immediately stopped.

The Tamil Nadu State Government has passed a resolution in the assembly in June 2011 to boycott the inaugural function of the ferry by the state officials. This is the total boycott of Tamil people. The elected tamilnadu has expressed its displeasure on behalf of the entire tamils in the state. The central government has failed to read the mind of the state government and its feelings of Tamil people are condemnable.

This Cruise Tourism towards Sri Lanka and any tourism plans related to 21 Islands of Gulf of Mannar should also be dropped and the life and livelihood of fisher people should be protected.

The Indian government should immediately withdraw the trade agreement made with the Sri Lankan firm to procure 80 well equipped interceptor life boats for India’s coastal protection.

Apart from this the government should also stop the proposed Cruise Tourism from Chennai (India) to Triconamallee (Sri Lanka) and the proposed initial work of Cruise Tourism from Rameswaram (India) to Thalaimannar (Sri Lanka).

Katcha Theevu “the Tamil Nadu state owned territory” agreement should be withdrawn and the Tamil Nadu fishermen should be given all rights for fishing and the proposed plan of extracting natural and sea based resources by the multinational companies, like Vedanta, Gazprom, O.N.G.C. should be given up.

Since the Katcha Theevu is in the hands of the multinational companies the fishermen are killed, arrested and inhumanly treated. The central government and all the political parties hide this truth. Katchatheevu Territory is solely meant for the both Indian and Sri Lankan fishermen to fish and rest but not the multinational companies.

Apart from this, the government should immediately give up all the proposed Cruise Tourism schemes and take necessary action to protect the Tamil Nadu fishermen’s fishing and livelihoods rights.

Considering our Rightful demands, we request the state and the central government to take necessary actions to protect the rights of Tamil Eelam and the rights and livelihood rights of the Indian Tamil Fishermen.

Respected Sir,

Greetings from CPF.

Before we begin to appreciate the role of the Tamilnadu Election Commission in conducting the 14^th Tamilnadu State Assembly Election on 13.04.2011 and 16.04.2011 in an orderly manner, We would like to acknowledge and thank once again the TN EC for already acceding to CPF’s demand to postpone the Public established a contact to Public hearing for the proposed expansion of 2*800MW Super Critical coal based Thermal Power Plant “Coastal Energen Pvt.Ltd. scheduled to be held at Thoothukudi Collectorate on 18.03.2011 when the code of election conduct was in place.

We appreciate very much the Election Commission and the team of officials who were really committed and put their heart and soul to conduct the Elections very fairly.

The Election Commission was unbiased in dealing with the Political parties and the contesting candidates in thwarting the cash distribution to voters. Though the un accounted money seized during the raids were yet unclaimed by the candidates, the EC should also probe into such cash seizures and find out the source of their transfers and make criminal proceedings against the persons who held the money or persons who dropped the money and ran away.

Thanks to EC also for making an elaborate security arrangements in making people to vote by dispelling any fear among voters.

Congrats to EC for sensitizing the voters to vote by all means by way of erecting hoardings, conducting campaigns and rallies and media advertisements.

The voters were prevented and made to hardships by enquiring into their reasons for trying to opt for “49 (O) “section in the election and their identities were not kept secret. So, we request the EC to incorporate the “49 (O)” option in the EVM in the Next Election onwards.

We request the EC to make the voters know that their choice of candidates is effected rightly while pressing the button in the EVM, we request to EC to provide a print out to voters to verify that their choice is effected rightly.

We request the EC to halt by all means the political parties and the independent candidates about the habit of announcing freebies in their election manifestos to elicit votes.

We request the election Commission to owe the entire responsibility of spending and bear the cost of election spending of each candidate ( 234 Constituencies ) or by making the party to make some deposits to election commission ,if need be, The Individual candidate Spending and Parties spending money lavishly in the constituencies pave way for the large scale bribing of voters. Such practice should be abolished by Election Commission in the forth coming elections by altering this trend and enhance the real flourishing of democracy.

We request the EC commission to forbid strictly the candidates with criminal background and persons of ill repute from contesting the elections. If this trend is allowed to continue, the voters will lose their faith in the democracy and will never turn to booths to exercise their franchises. This would make our democracy a mockery and more susceptible to corruption.

EC has an enormous power to effect such changes and implement the same. It has a duty and moral responsibility to help the people to elect good representatives to lead a democracy.

We would like to appreciate the TN EC for conducting surprise checks and raids to forbid the political parties and the candidates from bribing voters.

We also would like to register our observations in the southern districts that the TN EC commission, in the last two days before the polling, has let go off the vehicles without any checks and raids at the outskirts of the towns and cities which really helped parties to bribe the voters in the last minutes.

We would like to ask the Election Commission to enact a provision in the law ( A Criteria) to withdraw the non performing Elected Legislative Member/ Representative (MLA) by the electorate by conducting a public referendum and reelect a new representative once again.

Thoothukudi District Environmental Engineer is holding a Public Meeting tomorrow dated 3^rd, May, 2011 at 3.30pm, to seek public opinion for the proposed expansion of the 2*800 MW Thermal Power Plant , Coastal Energen Pvt.Ltd. It was scheduled to be held on 19^th March, 2011 but was postponed, citing that Election Code of Conduct was in force and postponed without any further announcement.

We were following up the announcements in this regard in the TNPCB official website Public Hearing Column till 30^th of April, 2011.but it has been posted in the TNPCB website just in two days back to cheat the Public. But, all of a sudden, to our dismay, we hear that the company has informed the Village Panchayat President of Tharuvaikulam, Mr.Jeyapaul that there is going to be Public Hearing tomorrow for the above mentioned purpose.

We are very sorry that such a kind of public information dissemination does not legally guarantee the requirements to hold a Public hearing within this very short notice. When Contacted the TNPCB Thoothukudi DEE Office, that the Person informed over the Phone that the Thoothukudi Collector is only free on tomorrow, so, we are holding a Public hearing.

Such type of information and response to public is inadequate to hold a Public hearing and the same reason cited on 19^th March, 2011 to postpone the scheduled public hearing still holds good or valid till today. (As the Election code of Conduct is still in force till 13^th May, 2011) So, we request the Tamilnadu Election Commission to intervene and stop the public hearing as the Election code of conduct is still in force. Kindly stop this political advantage that the Coastal Energen Pvt. Ltd is trying to make use of.

THOOTHUKUDI: Public hearing on the proposed phase II coal-based (2X800 MW) Thermal power project by Coastal Energen Private Limited held at the Collectorate here on Tuesday evoked mixed response.

Just as Thermal power project Phase I (2X600 MW) is under construction at Melamarudur, Ottapidaram taluk in Thoothukudi district, Coastal Energen Private Limited has proposed to set up phase II, super critical technology based, coal fired thermal power project in the existing land.

With the establishment of the new project, Thoothukudi alone would possess 5,050 MW power plants.
