Greetings!

Thoothukudi District Environmental Engineer is holding a Public Meeting tomorrow dated 3rd, May, 2011 at 3.30pm, to seek public opinion for the proposed expansion of the 2*800 MW Thermal Power Plant , Coastal Energen Pvt.Ltd. It was scheduled to be held on 19th March, 2011 but was postponed, citing that Election Code of Conduct was in force and postponed without any further announcement.

We were following up the announcements in this regard in the TNPCB official website Public Hearing Column till 30th of April, 2011.but it has been posted in the TNPCB website just in two days back to cheat the Public. But, all of a sudden, to our dismay, we hear that the company has informed the Village Panchayat President of Tharuvaikulam, Mr.Jeyapaul that there is going to be Public Hearing tomorrow for the above mentioned purpose.

We are very sorry that such a kind of public information dissemination does not legally guarantee the requirements to hold a Public hearing within this very short notice. When Contacted the TNPCB Thoothukudi DEE Office, that the Person informed over the Phone that the Thoothukudi Collector is only free on tomorrow, so, we are holding a Public hearing.

Such type of information and response to public is inadequate to hold a Public hearing and the same reason cited on 19th March, 2011 to postpone the scheduled public hearing still holds good or valid till today. (As the Election code of Conduct is still in force till 13th May, 2011) So, we request the Tamilnadu Election Commission to intervene and stop the public hearing as the Election code of conduct is still in force. Kindly stop this political advantage that the Coastal Energen Pvt. Ltd is trying to make use of.

Please consider our Request and do the needful.

It is a back door process to help the proprietors to seek public opinion through the crooked way and forbidding/ obstructing the public the right to know about the process.

THOOTHUKUDI: Public hearing on the proposed phase II coal-based (2X800 MW) Thermal power project by Coastal Energen Private Limited held at the Collectorate here on Tuesday evoked mixed response.
Just as Thermal power project Phase I (2X600 MW) is under construction at Melamarudur, Ottapidaram taluk in Thoothukudi district, Coastal Energen Private Limited has proposed to set up phase II, super critical technology based, coal fired thermal power project in the existing land.
Udal Uzhaipor Thozhilalar Sangam district secretary Krishnamoorthy criticised the district administration for conducting the public hearing, though the model code of conduct was in force. The meeting was convened in a short time without prior notice on newspapers.
DRO Durai Ravichandran, who presided over the meeting, in his reply said that necessary approval had been obtained from the EC and the public hearing was intimated through Daily Thanthi and The New Indian Express well in advance on April 3.
TUDSIA President Jayarayen welcoming the project pointed the Supreme Court’s direction to supply 20 per cent fly ash to small-scale units like those involved in fly ash brick manufacturing. Subsequently, the company should give 50 per cent fly ash to these industries. Moreover he expressed his regret on many thermal power projects that still remained on paper.
Industrial units like Sterlite, TTPS and Coastal Energen TPP are located within a radius of 20 km of the city, public hearing should take into consideration its impact on nature. Instead conducting separate hearing for individual units and analysing the pros and cons would not be appropriate, added CPM district secretary K Kanaga raj.He listed that TN’s ’s power production was about 8,000 MW and 2,970 MW was generated by coal-based power plants. With the establishment of the new project, Thoothukudi alone would possess 5,050 MW power plants.

SUB: Postpone the Public hearing for the proposed expansion of 2*800MW Super Critical coal based Thermal Power Plant “Coastal Energen Pvt.Ltd. scheduled to be held at Thoothukudi Collectorate on 18.03.2011 at 3.30pm.

Respected Sir,

The Thoothukudi District Administration and the TNPCB is conducting a Public hearing for the proposed expansion of 2*800MW Super Critical coal based Thermal Power Plant “Coastal Energen Pvt.Ltd. scheduled to be held at Thoothukudi Collectorate on 18.03.2011 at 3.30pm when the Election Code of Conduct is in Place.

First of all, they violate the Election Code of Conduct.

Secondly, they indirectly help the party which is seeking a Public opinion to get Environmental Clearance through Public Hearing to indulge in malpractices by favouring or bribing people to support their cause.

Thirdly, it makes the affected parties unrest and anxious over the process of seeking the public opinion which might trigger some unwanted incidents.

So, I kindly request you to implement seriously the Election Code of Conduct in thoothukudi and see to that the code of conduct in place.

I humbly request you for the welfare and common good of the people to postpone the Public hearing so as to be held after the election results are declared.
